Henry Kissinger has been specifically implicated in a number of war crimes across the globe. Chile, East Timor, Indochina to name a few. Also specific kidnappings and assassinations. Most of the world considers him to truly be a war criminal - although this does not receive much attention in the US.

For a brief overview, I reccommend " The Trial of Henry Kissinger" by Christopher Hitchens. It is well researched and serves as a compelling indictment of his guilt.
