Two decisions.
1) The engine. I'm pretty sure I'm just going to rebuild the one I have with stock everything (assuming the pistons are resuable for cheap), except an aftermarket cam, intake, headers and caburetor. With the stock 10:1 compression and a moderately aggressive camshaft and a good intake with good carb and custom headers (no other way with this engine) I'll be looking at a very good, streetable 450-500hp on premium gas (closer to 500hp, actually) and 550-600ft-lbs, if not a little more.
2) I'm packing more aggressively lately. Looks like the move is getting closer and closer and closer. Maybe two months. Maybe just long enough to finish out school (i.e. about two months ).
My thinking on the engine is I can build something that'll take a good 100hp shot of nitrous without any special fuel system work and it'll last a long time. Then, down the line, when I want to go crazy I can either buy a new crate engine for cheap (even Caddy BB crate engines are insanely cheap by comparison) with low compression slugs that I can turbo the living fuck out of.
Also, I found a plethora of manual transmissions that'll bolt up to this bad boy with little trouble. My favorite (i.e. the cheaper one) is the NV4500 out of all the big diesel pickups - you get a remanufactured one on eBay for like $800, which is how much a properly built TH400 costs, and that only have three gears. I'm getting even more excited about this build.

I'm not to crazy about buying that kind of stuff on e-bay , the prices get driven up too easily , and if you get fucked it will be hard finding the asshole so you can break his legs
