i have been drawing my whole life, and i don't really remember when i though i was very good. i still don't think i am that good. i mean i can draw things to like the things they look like, but i cannot draw things from my head all that well. it just takes alot of practice, and more than anything desire.
you can't put of 'figuring out what you want to do' with something regarding art. just go do it. if it turns out shit, keep working on it, or start over. it's the only way to excell and get to where you want to be.
