What's that smell?

Everywhere I go around this area, I smell what to my olfactory senses can only be that of melted ice cream and sugar cones. It seems to be present everywhere - on the street, in parking lots, on my balcony. This only seems to not hold true when one is near the beach (and either smells the salt or dead fish.)

Okay, I'll name something I don't get: vigilantes. Mix one part wanting to get into other people's business, with another part inability to identify just who the miscreants are.
