proposition 59 - the public records, open meetings, legislative constitutional amendment basically irons out a wrinkle that's in the state constitution. both houses of the legislature passed the proposition unanimously. APPROVE
proposition 60 - election rights of political parties legislative constitutional amendment. prop 62 is a simple solution to what is a hairy issue. any party that has a primary election for an office may also participate in the corresponding general election. the candidate that receives the most votes in the primary will represent that party in the subsequent general election. APPROVE
proposition 60a - surplus property legislative constitutional amendment. prop 60a is a way to pay for the $15b bond measure that was passed in march by funneling payment of the bond from the sale of unused state properties. APPROVE
proposition 61 - authorizes $750m in bonds, nearly all of which is used for grants to general acute care hopitals that focus on care for really sick kids. APPROVE
proposition 62 - elections, primaries initiative constitutional amendment and statute. this would create an electoral system in CA that mirrors the louisiana election system. in a recent runoff election where the voters in the gumbo state had a choice between a prison-bound crook and a klansman for governor. in an age when the electoral process is hooked on the glass dick of donor dollars, prop 62 could tip the balance even further in favor of those that could attempt to buy an election. REJECT
proposition 63 - mental health services expansion, funding, tax on personal incomes above $1m initiative statute. prop 63 funds community mental health facilities and gets loot by taxing 1% of the personal income of those making more than a mil a year. APPROVE
proposition 64 - limits on private enforcement of unfair business competition laws initiative statute. when huge corporations like microsoft, kaiser, and state farm start throwing around tens of millions of dollars in support of a measure that talks about lawsuits and section 17200 of the state code alarm bells are bound to go off. on the other side is the sierra club, the american lung association, and the california nurses association. get at me of you want an in-depth analysis of the measure. REJECT

proposition 66- limitations on three strikes law, sex crimes punishment initiative statute amends the three strikes law to require the life sentances only when current conviction is for a specified violent or serious felony. prop 66 realigns the actions of the three strikes law with its intent and also saves the state's criminal justice system a lot of cash. don't believe the scare tactics employed by the opponents of prop 66. APPROVE
prop 67 - emergency medical services funding telephone surcharge initiative constitutional amendment and statute. raises phone surchage taxes to pay health care centers for uncompensated emergency care. tax payers are asked for a few more cents per month to pay for emergency medical care. i think i can afford the nickels to provide healthcare for those who aren't fortunate enough to have good medical coverage. nurses, doctors, paramedics, firefighters and the california medical association are in favor of prop 67. those that argue against it do so as emergency medical care providers but only talk about higher taxes. APPROVE
proposition 68 - non-tribal commerce gambling expansion tribal gaming compact amendments revenues tax exemptions initiative constitutional amendment and statute. passage of prop 68 could introduce 33,000 more slot machines to the state, the proceeds of which would go to gaming corporations rather than native americans. while the proponents claim that the tax revenue generated by opening new casinos will be used to pay down the state's bond obligations, i think california-- los angeles in particular-- has plenty of casinos. REJECT
proposition 69 - dna samples, collection database funding initiative statute establishes a database of dna samples from individuals that have been arrested. california's criminal justice system will meet the standards set in 34 other states so that physical evidence can be tested against a dna database to find a match. APPROVE
proposition 70 - tribal gaming compacts exclusive gaming rights contributions to state initiative constituional amendment and statute. this proposition locks in a number of different protections for indian gaming that are somewhat suspect. while i suspect the right of the native to stick it to the white man after being fucked out of their rights and lands, this proposition goes too far. REJECT
proposition 71 - stem cell research funding bonds intiative constitutional amendment and statute. mel gibson is opposed to prop 71. brad pitt is in favor of it. i liked fight club more than braveheart. APPROVE
proposition 72 - health care coverage requirements referendum. this is essentially a program that will allow the state to purchase private health insurance coverage for workers. i'm kind of on the fence with this one but the opponents are using the typical conservative scare tactic catch phrases. if this moves us closer to having a socialized health care system in place to help those that can't afford coverage or don't receive sufficient coverage via their employer, i'm all for it. APPROVE
