My neighbor's dog barks

An awful shrill little bark. Thing is they are at home too. Are they deaf? Zombies? From another planet? How the hell can it not bother them too?
Because of this I know when my neighbors wake up- 6:10 AM. When they go to sleep - around 11:30 PM.
I have talked to them about it once. The dog miraclously stopped barking for 3 weeks. As if they mentioned it to the dog and it said "Oh- ok I'll stop."
But then maybe the dog has a short memory or mistundertstood that NOT barking was supposed to mean not barking for the rest of it's life. Which will be short if something does not change.
