The problem is that few people want to pay increased taxes, so there just isn't funding to solve some of these issues.

The guards play that BS game with everyone, but you are correct, male guards in a female institution are a recipe for trouble for the inmates. Female guards are not necessarily better, abuses of power seem to come too naturally to those who work in corrections. Sorry you had to experience that side of our society.
