'We' don't wnat to put people in that terribly difficult situation, so we remove the choice from them buy making it illegal to sell children.
I think the problem isn't that people are getting money for children, but that dodgy gangs are buying children. Buying a girl so she can work for you is pretty unpleasant. Buying a girl so she can be a future bride for your son is not nice.

Sorry to waltz in here, but this circumstance is sort of hard to imagine. After all, it takes 9 months to squeeze out a puppy. Eheh. Point being, if somebody's desperate for money, as desperate as you suggest, isn't it probably going to come to a head within that period of time?
In such a case the parent would take out the equivalent of a payday loan - just nine months in advance. Imagine the scenario ...
"I need $100 to save my house."
"OK, what kind of collateral do you have for me?"
Well, nothing right now. But my wife is getting pregnant soon, and when she delivers the baby, we can sell it and repay you this loan."
"Sounds good to me! Sign here, Mr. Wong. It's a pleasure doing business with you. And please keep Golden Palace Check Cashing and Baby Trafficking in mind for all your future money-lending needs!"

No. How much more evidence do you need that people are selling babies because they need the cash?
