False dylemma there racer x. The real solution is to spearhead Nuclear non proliferation yourselves to get all nukes out of the picture and then deal with any 'rogue nation' in a non nuclear way. Everyone knows there can be no winner in a nuclear war.
What america is doing now is basically "we are going to keep all our weapons and whats more, we are going to do more research on tactical nukes and biological weapons but all you 'evil nations' better not try to defend yourselves or else!!"
That's not gonna work. Nuclear weapons only work on the principle of Mutually Assured destruction and the fact that nobody can ever afford to actually use them without risking the destruction of the planet. Destroying the planet is in nobody's interests (well except for those rapture lunatics..... oh right)

We used them on japan in a non mutually assured destrution way, and it seemed to benefit us.
There are many situations in which we could use nukes without destroying the planet.
As with DU, there are very negative environmental effects (cause harm to humans in those environments), and I wish neither were ever used.

Well, there was no such thing as MAD when we bombed Japan, because we were the sole atomic power at the time..and the environmental effects of DU are negligable at best...and we could fire off every nuke on this planet and it wouldn't destroy the planet, destroy human life maybe, but the planet wouldn't go anywhere.

Thats right. The US government has the power and desire to dictate WMD terms (you get none) to weak nations.
It is unfair to weak nations, but it is a move in the right direction - non-proliferation.
