The fact is; there is no way to stop another major Terrorism attack. Period. It was one of the thing everybody seemed to agree on in the early days following 9/11. If someone wants to badly enough, they'll find a way to get a bomb into a heavily-populated area, or poison our wtare supplies, or any of the numerous ways one person is capable of killing a whole lot of people.
And the other thing is; you can't "beat" Terrorism. It's like the mythological Hydra; for every head that you cut off, two will spring up in it's place. Unless we want to exteriminate every religous zealot in the world, there will always be people willing to give up their lives to kill people in the name of their God, of in the name of fallen friends and family members.

I fully agree with your opinion on this but to set the record straight, it was Ohio Governor James Rhodes (a republican, and friend of Nixon) who ordered the National Guard troops onto the campus. Rhodes was running behind in the polls in an election year and wanted to beef up his tough guy image.
