There's a lot of fucked up here to unpack. First, according to the article a lot of these guys are paroled as an alternative to prison. I mean, I guess I can see where they're coming from--it's just a little rape and battery, no need to clog up the prison-industrial complex with such minor offenders when we've got nonviolent pot dealers to bring the hammer down on. Then there's the question of whether tracking such offenders has any significant deterrent effect (signs point to no).
