Sadly, there's an app (kind of) for that.

I recently started working at a local university, and registered my phone with the campus security office for active shooter alerts. Two days later, I got one. Someone fired multiple shots near one of our satellite campuses. No one from the school was hurt. Don't know anymore than that.
