Democracy is not always a good idea, if the electorate is idiotic and cruel.

(89% of the country polled as homophobic.
This isn't the work of a minority view in their politics.)

Hence why the US is a Constitutional Republic. Although, with 89% of the population seeing homosexuality as abhorrent, hatred would have probably been written into their constitution.

I just hope the countries threatening to take away aid follow through with it.

I am having a hard time trying to figure out what you are trying to express through smileys, but what I meant to imply was that half of Uganda's population is under 15 years of age, 0.08% of their GDP on education (compared with 4.6% in Germany, and 5.3% in the U.S.(2005)) and only 68% of all 15-year-olds know how to write and read. Uganda is 154th (out of 177) on the human development index. Not really my definition of educated.

Agreed.

The right of the people to rule themselves comes with the responsibility that the people enthusiastically seek out knowledge and understanding. This isn't that.

It's to be expected. Some of the largest spenders in Uganda are US evangelical organizations. On top of which, Uganda has been getting the shit kicked out of it, or kicking the shit out of itself, for the past... well, the past forever, pretty much. It's fertile ground for hate, and anti-homosexual hatred isn't even remotely the only kind that's been growing.
