Breakdown:
-Normally when you pass a bill in Michigan, you have to wait 3-15 months before it's enforced (to give time for appeals, overturns, adjustments, and for people to find out what crazy shit may have been recently passed).
-In case of an emergency (you need the law to take effect ASAP), the Michigan legislature can use "Immediate Effect" to get the bill to be in effect the day it's signed. This can only be done by a 2/3 majority in the house.
-The GOP controlled house has passed 546 of the total 566 passed bills since the 2010 tea-party wave (where they have control of the house, senate, and governorship) using the "Immediate Effect" precident, even though: a) the GOP does not have 2/3 majority in the house; and b) the Democrates voted as a block against those bills.

(it's the equivalent of going into a room, yelling to everybody there "I move to take this chair; votes in favor of this action? *1 second later, after 2 of the 10 people raise their hand, while the others are still turning their heads to see you walk in* Motion approved by Immediate Effect, I will take the chair")
Ahh Michigan, the same state that gave us the Emergency Manager Law, which got passed by Immediate Effect also. It seems finally enough parties are now sick of this that the Dems are suing the Michigan HoR, and a judge has issed an court order to stop the last batch of bills from immediately going into law....but its a bit late for all those others paased over the lase 15 months...
