Basically yes, tropical cyclone = hurricane = typhoon. Which name a system gets is based one where it originates. Its not just a matter off different people calling it different things but there are actually standard naming conventions for them. The only difference is they spin counter clockwise in the northern hemisphere and clockwise in the southern hemisphere. And it gets confused a bit because cyclone is used to refer to land originating storms sometimes in the US.
