US troops haven't been trained as policemen - it's not their job, so I don't think it's fair to expect them to be able to do it.
The UN has much more experience with peacekeeping missions - while the US has been involved in some, UN supervision would at least make it appear that the effort was international.
Iraqis would probably prefer to be policed by other Iraqis more than anyone else, then at least it wouldn't seem like some occupying force were imposing arbitary rules on them.
Some clear cut goals would really help things out - like a constitution for Iraq so that everyone (soldiers and citizens) know what their rights are. The beginnings of some self-governance so that people in Iraq can start running their own country. The training of an Iraqi police force to maintain order without imposing an external authority.
Furthermore, The Iraqis have already rebuilt once before without our help. After the last time we destroyed their country. Anyone remember that?

Iraqis rebuilt what?...Saddam Hussein did WHAT with the billions he made in illegal oil sales to Syria, France..etc...in the period between the last two wars?..

The entire infrastructure - bridges, sewers, oil wells. These people weren't living in caves. Baghdad is a city the size of Philadelphia.
Saddam Hussein is gone. What he did with the money is irrelevant now.

Didn't you get upset in the thread about Iraq trying to acquire WMD and someone brought up their chemical weapons use in the 80s? Aren't you similarly changing the subject here?
