...Not Norwegian, it's Dutch ... or Netherlandish, if this word exists. Just because you are the Staates of America, does not mean Yurop is Yurop.

Anyway, yes, it is a sketch. This the big person is Paul de Leeuw. A dutch comedian, who likes provocative skit.
The boy is Keesje Groenteman, nephew of Hanneke Groenteman, a friend of Paul.
(Any this is also written here what seams to have not been copied from wikipedia. I trust it.
In the end, reviewing the replies, I have to admit, that the sketch is quite funny, indeet. 
If everybody could spot the irony, it would be not good.
