you can't have nuclear weapons cuz ya not responsible enuff to have them like we are (example Hiroshima)

My clients are looking for something only a little smaller, say a nuke the size of a tennis ball. You know, something you could carry around on a sunny day in Tel Aviv or NYC.

Smaller, lower yield nukes are more dangerous still. There's a mistaken legitimacy in employing a "little nuke" that's very disturbing. Radiation is radiation--- it lingers for a long time.
