First there was Katrina, a hurricane that moved slowly toward a city and then leveled it. The evacuation and post hurricane government response was more disturbing than the hurricane itself. People sat on rooftops for days; others were stuck in a convention center for nearly a week starving and without water. A report from Congress then told us we were basically screwed.



Investigators say lapses at all levels of government cost lives and prolonged suffering. And, they say, Americans are justifiably concerned about the government's ability to protect the nation four years after the Sept. 11 attacks.





It remains difficult to understand how government could respond so ineffectively to a disaster that was anticipated for years and for which specific dire warnings had been issued for days," said Rep. Tom Davis (R-VA), who led the inquiry.



Hmmm, sound like something that is happening now?



The situation in Lebanon is another display of the slow response of our government. Other countries began evacuating their citizens on Monday. While Americans still have not been told when and if they will leave, Danes began arriving their homeland. The Irish, Swedish, Germans and Russians all began their way home before many Americans even knew what was happening. Some still await word from the embassy, while they hole up trying to avoid the Israeli bombs. 8,000 Americans have requested evacuation and some finally began leaving today. Many still don't know what to do and their families are frustrated.



Jonathan Chakhtoura, a 19-year-old Lebanese-American student, said he registered electronically with the US Embassy to be evacuated, but he has not heard back for three days, except for an e-mail acknowledging his registration.



"Every time I call to see what's going on the lines are busy. When they answer, they say they don't know," he said. "There is so much confusion. If it's security they are worried about, then I think we will be more secure if we know what is going on."



The evacuation was delayed until a team of US security experts arrived in Lebanon over the weekend to plan the operation. The US State Department initially told evacuees they would be charged for the life saving operation but after Congress reacted negatively they dropped the fee.



Future disasters also show a total lack of preparation. Last week Senator Barbara Boxer was forced to create legislation demanding FEMA to submit a report to the Senate outlining the federal earthquake response plans for high-risk earthquake regions. Boxer requested a copy of the FEMA disaster recovery plan for California in September of last year. After several months she received a general reply outlining generic things that might happen following a generic disaster. After a recent report from Scripps Institution of Oceanography on the San Andreas Fault, which is currently overdue for a major trembler, Boxer again asked FEMA for a detailed plan for actions that would follow an earthquake. No response came. She was then forced to create legislation to seek something, which should have long ago been in place.
