I'm listening to the "new" Skinny Puppy right now. I like it, but it is far mellower than their previous stuff. Most of the vocal noise is gone, it's mostly Ogre's voice. If it reminds me of anything it would be old old Ministry like "Every day's like halloween" but harder and scarier.
