I haven't seen a single topless sunbather in this city yet. I think the problem is that not enough people are aware that it is legal. So I'm gonna print up notices, make signs, hundreds of them, and post them all over the parks. That will be my small contribution to lasting peace and a happier world-- more public boobies!
