Dear Loyal Listeners
We regret to inform you that last week, after 40 years of history and less than a year on the FM airwaves, WIUX learned it was losing its right to broadcast on 100.3 FM in Bloomington, Indiana. The Federal Communications Commission has transferred our frequency to a commercial station, one that offers programming substantially similar to that already available on other frequencies and will serve a smaller listening community that WIUX currently serves.
The reason for the transfer is based on the FCC's priority guidelines. WIUX operates as a non-commercial, Low Power FM station. The FCC created Low Power stations recently in order to counteract frequency consolidation by large corporations and maintain a local presence on the airwaves. However, the FCC mandated that Low Power stations may be removed from the airwaves if construction of a new station would result in signal interference. This is the reasoning behind the reassignment of the 100.3 frequency.
We think this distinction, and the resulting loss of our signal, is patently unfair. Financially, it forces Low Power stations to make a significant investment in transmission and operation equipment with no assurance of long-term broadcast rights. But more importantly, such a distinction values the right of speech of commercial enterprises over the rights of individual communities and it restricts the control communities have over their own programming. We plan to do everything in our power to fight this ruling and prevent reassignment of other Low Power stations.
Indiana University has already filed a petition on our behalf with the FCC, but the University can't do it alone. We ask that our listeners and the concerned public contact the FCC and Congress to voice their disapproval of the FCC's regulations and preserve the community's right of access to their own airwaves.
