Both. People need that and our Governments have the means to do so.
In my country, both medicine and education are destroyed , so it's just disgusting to pay for it, but you don't need such shit and for free. I have been a victim of medical error, even in private clinics, which in my country provide much better service than the state. Because they don't have enough professional doctors involved. And when I myself entered the law for free (here you need the highest scores on the exams), then at the university, teachers from the first day of school told me that I was taking someone else's place and generally owed them.
