as with anything you sorta just have to ante up. save some money buy an instrument and play daily. it's discuraging at first cause you wanna rock over night but it takes time. i've half assedly been playing drums for a few years and i still am not able to play exactly the way i wanna play and sometimes that annoys me to the point i just don't play which is the exact opposite of what i should do...
you basically just have to keep doing what ever it takes to make stuff work. your in a place where it should be to hard to find a set of band members. your not to far from olympia,wa which is like the girl band capital.
