It will be a long battle, and basically we need to wait for the old thoughts and taboos associated with it to die off - literally and figuratively--there is a generation that were taught it was the devil's weed, you can't change their mind.
I don't necessarily buy the argument that it will stop the Mexican drug cartel wars, because it will only stop the battle over marijuana. Cocaine and heroin still have to get into this country some how. Most criminals aren't going to change, they're just going to find other ways to find money.
