I don't know who the hell Lord Dunsany was but it appears he is mostly right. Except I might substitute "humanity" for "civilization," this new and strange phenomenon in human being that emerged with the rise of agriculture (and other other things- cities, professional armies, patriarchy?) 10 000 years ago. Not all humans have sped with such abandon as this car. Whose to blame?, ah, it's all a worthless exercise in judgement anyways. Particularly since as I write this I one of the few that enjoys so heartily the fruits of "civilization." And so as Bobby McFeron might say,"Don't worry be happy."
