Update: I had to turn the oven down cause the overflow issue... and as such cooked the noodles too long so they were soft. To compensate I added cayenne pepper and ate them with a chunk of cheesy goodness, and it was awesome.

as far as the UV inks go, they mostly come in bright neon colors, like white, yellow, flourescent red etc... i don't think they make a black. but you could always get a black tattoo and have another outline (like you said) or burst in the background using the UV colors, then when you went under a blacklight the tattoo would be "lit up", sort of. there are a lot of options, i'd find an artist who has done a lot of UV tattoos and ask them what they think.
