RumplestiltsRin, as promised these are all of my (not so) secret super cheap clothing under $20 links. Most of these are in juniors sizes, but since you're mainly looking for dresses anyway AND since you're teensytiny, you'll have no trouble finding clothes that fit you properly.
FIRST UP, Heavenly Couture. Everything (except jeans) is $17.95 or less. EVERYTHING. Lots of basic shapes and solid colors that you can gussy up (or i guess hussy up if that's what you're into). You'll find patterns here too, but you probably won't find anything that wows you.
This next store is so stripper tacky that i couldn't bring myself to wade through it all and look for normal stuff. Just strap your boots on and jump in. I promise that there will be some clothing that isn't a glorified body condom. The best thing about this site is that you can narrow by price and style of dress. Plus if you're looking for a costume for an 80s or Pimps n Hos party, you're all set for probably under $15! Most of the prices on this site range from $11.95-$15.95. Junior Trends
Buy Hot Couture is a yahoo store if that means anything at all. Not a hell of a lot of selection, but every item is $15 and i happen to think clothes get cuter when they only cost 15 bucks! Right? RIGHT? Maybe that's how they talk you into buying hammer pants...
Finally, there is the creatively named 15 Dollar Store. Every single item is $15 dollars and there is a lot to choose from. Some cute, some not, all cheap. If you don't love the dresses, they also sell shoes, purses, sunglasses, everything you might want for only $15 smackers.
A couple of other sites that aren't as cheap, but still are pretty inexpensive are Go Jane (my favorite), and Modaxpress. Their initial prices are already low and they sometimes have good sales.
