Question: When you're driving or riding along with another person & they're on the phone almost the whole time talking to other friends or family is it considered rude?

I was wondering this cuz my best mate Joe does it all the time. I"m just sitting there doing nothing as he has conversations with everybody else. He gets off one call goes directly to talking to another person...
