Was she scared the bleach would ruin her hair? When I used to change my hair color every week (I worked at Hot Topic) I used to mix the bleach with my shampoo, about half and half, and it wasn't so harsh on my hair. It took longer to bleach, but it still got the job done. Oh, if she does it at home, make sure you have some bleach (not the hair kind, but the cleaning kind) on hand for cleanup.
