I've got the allotment thing already, but used it to cover rent and insurance. SO, that'll be good to go next payday. As far as the BAH +1/3 thing, I think that's a fallacy (sp?) She can get up to 50% of the base pay, but they can add in BAH and bonuses as well I belive. It's not guarenteed she'll get that much, but that's what she can get.
