It's hard to tell without actually being up-close to the tire, but it looks like that thing had very little tread left on it. Take a look. If that's the case, fuck them, I wouldn't pay for a brand-new tire when the one that was on it was at the end of it's life.
The tire itself is fine, I'm sure. When you bent the rim, you let the air out. Unless you put a big, nasty hole in there, too!
As for the rims, I see "custom" alloy rims for as little as $50 each from Discount Tire.
Unless you're locked into a contract (i.e. "i will pay $500 if I damage this car, period"), then I'd fight it. That's probably a couple hundred bucks worth of damage.
