Literally it means "to cover with clouds" but it is a term used to describe confusion, daze or otherwise an unclear vision about something, you can be *Obnubilato* by alcohol, drugs, love .. or why not, from the beauties present here on SG! 😆

It is both a verb and an adjective, it is rarely used in speech but if you want to write in Italian, feel free to use it!
