It is from an old Monty Python bit; in a couple of episodes, someone would use the term "hen-teaser," and they'd cut to a clip of Eric Idle (as an Italian banker) asking that phrase- "What is a hen-teaser?"
(I know every geek in the world has worshipped Python for the last 20 years; I'd just like to point out I started watching them in London in the '70s and I have two paperback MP books to prove it.)
