Phoebe is a female Gardevoir who is Pokémon Trainer Randi's primary partner Pokémon. On February 13, 2019, on his way home, Randi encountered Phoebe as an elder Ralts from behind bushes next to a roundabout in the Huffman District of Anchorage. The Ralts, sensing a positive disposition through the horns on her head, followed Randi home.

The two took to each other enough that Randi, now in his thirties, decided to be a Pokémon Trainer again. He re-registered as a Trainer and bought a Pokéball for Phoebe on February 14. Phoebe has a nocturnal chronotype, being more active at night; since those are Randi's hours, they have spent more time together, bonding more closely.

Phoebe seems to like the Moon and stars at night. So, Randi bought her a shiny golden hairpiece that depicts a crescent moon and stars. The hairpiece since has become Phoebe's identifying jewel.

Phoebe contains a special DNA sequence that mirrors a segment of DNA from the Mythical Pokémon 𝗠𝗲𝘄. This has gifted her enormous potential in battle. However, her potency comes at a price: Phoebe can be overwhelmed by the power and lose her mental stability, manifesting as clinical depression.

To treat her condition, Phoebe must learn an ancient technique exclusive to Psychic Pokémon of her genetic line. Few people in the world today can teach this technique, Esper Lady 𝗦𝗮𝗯𝗿𝗶𝗻𝗮 being one of the keepers of this power. The technique is dangerous: power is drawn from the Pokémon's life force, generating an incredible release of energy. The Pokémon must then enter a recovery period without expending additional energy. Repeated attempts without recovery risks death.

Phoebe has battled in one tournament. As a Kirlia, Phoebe competed in the 2019 Anchorage Pokémon Classic, placing as runner up. Phoebe has also regularly battled in informal bouts, which earned Randi around P650,000 Pokédollars over two weeks during his trip to Castelia City. He used the winnings to buy Phoebe a handcrafted music box she wanted.

Phoebe and Randi's connection is strong. Due to Phoebe's instinct as a Gardevoir, she regularly probes Randi's mind telepathically to ensure his condition. This has lead her to intervene in Randi's affairs with the people he relates with, particularly Sabrina. Phoebe has also been rather overprotective when Randi fell ill after travelling to Unova.

Phoebe loves giving hugs to people that she likes. It is said that the protrusion from Gardevoir's chest not only senses emotions, but also prevents the Pokémon from embracing too tightly.

Phoebe also likes to dance, having learned different styles as a Kirlia.
