All I can say at the moment is that if you've ever been thinking (or get the chance) to got to Buenos Aires...do it!

This city is so amazing, don't get scared by what they say. It's just like any other city where you've got more people than just yourself...they can either be good or bad person. Use you common sense and be aware, you'll spot the bad guys easily. If you want to act like being the rich tourist...do it, and face the consequence...blend in with the people and you'll find they're the most amazing people...super helpful and nice.
