To make a small fortune in the publishing industry it helps if you start out with a large one haha.
Seriously though you need to put together a story board outlining your mag concept in detail and your target market you will need to go to an offset printer and print the first one yourself.
You will also need venture capital (just type in the words 'venture capital' in google and it will take you to them)
Once you have this in place you will need to see a major publisher someone like Rupert Murdocks group of companies.

As far as the costs are concerned thats like asking how much it costs to buy a car, it all depends on the car you want. eg is it a local mag or nation wide publication, will it be weekly, monthly or quarterly. Will it be full colour glossy ect ect
Magazines make money in 2 ways firstly through sales and secondly through advertising. Advertisers are after market penetration, so to start off you may have to give a few away to build up a reader base by gaining interest in your target demographic.
