Why is it that we need this huge campaign to raise money to help out the hurricane victims? surreal

I think I give money to the government every year in case things like this happen. IT'S CALLED TAXES!!!!!!

Why is it that we throw billions of dollars around all over the world like it's nothing and we can't even help the people in our own backyard?!?!?!?!?
