The Ice Queen knew she had many mortal enemies, so in order to mislead would-be assassins, she decided to commission a small army of life-like clockwork doppelgangers. To each of the selected manufacturers a detailed replica of the queen's head was delivered under great secrecy to be used as a template. The queen also required the decoys' bodies to be life-like for the occasion that an assassin chose the bath or boudoir as the location of their regicidal deed. As it would of course have been highly unseemly to grant ordinary citizens such intimate vistas of their sovereign's actual physique, no further templates were provided and the craftspeople had to rely on their own imaginations and the goodwill of local maidens who's loyalty to the throne was stronger than their modesty.
