Mission statement
To provide a holistic, safe and structured environment for residents to learn new skills and reclaim basic life skills through education so they can eventually reintegrate and become productive members of their society. This program shall provide the time needed for them to become proficient with their new skills and tools for life long successes.
Objective: To assess the whole family's and the individual's needs as it would pertain to each of them. To provide medical services as needed for an intake into the center and for on-going care; to provide housing, clothing, nutritious foods, education and work training with achievable employment goals for the individuals; to repair and rehabilitate their community skills; to increase each person's responsibilities and awareness of their role in the community.
One of the key factors why this kind of center is needed: Child Protective Services (CPS) in Washington State receives almost 80,000 referrals per year and accepts approximately 45% of these referrals for investigation. CPS social workers file dependency actions alleging child abuse or neglect on more than 4,000 children per year.
Intake: the goal of the in take is to evaluate person's physical / mental / and social needs. This intake process could take one month but not limited to that time, as it all depends on the individual needs.
Physical: the goal would include a medical examination and drug testing to find out the need for rehabilitation. This exam shall assess the medical needs of the participants.
Mental: the goal is to evaluate person's mental wellness and to establish medication needs.
Social: the goal is to evaluate the social of each individual.
Education: the goal is to evaluate the educational needs and individual's goals for potential placement in the available courses.
Job skills: the goal is to evaluate current skills in the work place and develop goals that the individuals would like to achieve.
Spiritual services and programs will be provided for those that choose to partake in their own way. During intake process, the participant will be informed of the opportunities, but will not be obligation to partake.
The hope of this center is to partnership with companies and educational programs, which can provide the necessary skills to the individuals and families. The companies can provide a training wage to the participants while in turn receive a product and/or services.
The expectation of the center is to eventually become self sufficient with cottage industry products (self made items) that can be determined at a later date.
The center itself will be developed as a working community, giving everyone an opportunity at different times throughout their stay, to participate in several aspects of this program.
The time spent at the center for any given person or family will solely be determined on the evaluations of their needs.
An on-going goal of the center is to provide positive reinforcement within the dynamics of the program to promote a successful completion.
No illegal drugs or alcohol will be tolerated at the center by staff or residents. All medications are issued on prescribed bases.
A drug/alcohol rehabilitation program shall be near or at the center for the initial intake and relapse prevention.
Each day shall be organized to help manage each resident's time effectively.
The center shall network with the communities and governmental agencies to have resources (home, job, education, etc) for the residences upon discharge.
To work with residents to address their credit and any legal issues they may have pending prior to discharge.
The center shall have parenting classes and child development education as part of the program.
Residents shall learn skills to build appropriate relationships and learning new coping skills. Participants will have the opportunity to learn budgeting and planning skills.
*To maintain an eco-friendly center.
For example - using wind and solar energy wherever possible
The center staff shall conduct outreach programs, both prior and after the stays at the facility.
*An idea for the site could be a decommissioned military base or a site as large as a community college, as this would have all the buildings needed for this kind of center with room to expand.
* The hope is to be able to house up to 1000 people at any given time at different stages of rehab.
* The center shall have a board of directors that are well-rounded professionals and are active within the facility.
* Staff will be asked to contract with the center for no less the one year at a fair living wage with housing available.
* The employees shall be provided a livable wage with benefits, including medical, dental and retirement.
To run background checks on all staff and residents of the center.
* Photo ID will be required by all staff and residents at all time to maintain proper security at all times.
Security cameras will be placed around the facility and monitored as needed.
Any staff or resident committing a crime will be remanded to the proper authorities as soon as possible.
* In addition to learning all of the basic needs (cooking, cleaning, hygiene, child rearing, relationship building, etc), the participant shall also actively learn in at least three these Educational programs (depending on availabilities):
1) Child care
2) Security/Criminal Justice
3) Gardening/Horticulture
4) Interpreting/languages
5) Cosmetology
6) Welding
7) Carpentry/Construction/laborers
8) Electrician
9) Art industries
10) Pet training/grooming
11) Computer/technology
12) Cooking/Nutrition/Home economics
* Lay out of a typical day:
5 - 6 am Wake up take care of ones needs to get ready for the day
6 - 7 am Breakfast
7 - 8 am Clean-up and prepare for the day's activities
8 - 12 pm Pre-selected classes
12 - 1 pm Lunch break
1 - 5 pm Working on skills and/or elective classes
5 - 6 pm Dinner
6 - 7 pm Clean up from the day
7 - 10 pm Personal/Family/Study time
10 pm - 5 am Lights out/sleep time
Dismissal out of the program will be any one using any drugs or alcohol, starting a fight stealing from others or from the program, any sexual offense, and if illegal, it will be reported to the law enforcement.
Appropriate dress will be worn at all times no (eg. No tank tops, halter tops, white T-shirts as an outer garment, short shorts, or any kind of see-through garments)
Anyone having issues with staff or other residences at the center may contact the on call staff member to report the problem.
All issues will be resolved within a reasonable amount of time.
* The center will be a closed campus.
Toward the end of a residents' stay, there will be more responsibility placed on them in planning or organizing groups along with their day to day activities. They will also be working towards their specific graduation plans.
At graduation of the program, a resident should have all the skills needed to embark on a successful career and life. They will be able to contact a representative of the center, if needed, for assistance.
