The county coroner's office identified 17-year-old Isabel Cisneros, of Redwood City, as the victim in a solo-vehicle rollover accident early Sunday morning.
According to the California Highway Patrol, Cisneros was a passenger in the front seat of a 2003 Suzuki Aerio that flipped over several times while traveling southbound along U.S. Highway 101 in San Mateo, just south of state Highway 92, at about 4:15 a.m.
The crash occurred when the driver, who was traveling at "an undetermined high rate of speed," according to the CHP, allowed the left front of the vehicle to collide with the rear of a 2000 Chevrolet Suburban, the CHP said.
Cisneros, who was not wearing a seat belt, was ejected from the car and pronounced dead at the scene. The driver and another 17-year-old female passenger were both treated and released at Stanford Medical Center with minor to moderate injuries.
CHP officers subsequently arrested the driver, 18-year-old Jeanette Ruspil from San Mateo, and charged her with felony vehicular manslaughter. The CHP did not elaborate on the charges, but spokesman Christian Oliver said Ruspil appeared to have been driving well over the speed limit before the crash. Alcohol does not appear to be a factor in the accident.
Ruspil is currently in custody in Redwood City jail on $100,000 bail, according to Chief Deputy District Attorney Steve Wagstaffe, and is tentatively scheduled for arraignment this afternoon, though prosecutors have not yet decided whether to file charges. Ruspil's family declined to comment for the story.

She was one of the sweetest people I've ever met in my life. We were locked up together, and her mom used to come and visit us. She'd bring us Columbian food. Isabel had one of the prettiest smiles I've ever seen in my life. She used to call me "dawg" and "homie" and I always thought it was the funniest thing ever.
