so, schgool here. . . cosmetology i'm not sure about, but we have loads of great art schools, predominantly in the south of england, liek aroudn London. i'm not sure how things work in terms of overseas applicants, i remember my ex (who is now at art school down there) who was a canadian saying that tuition and stuff actually ended up costing LESS over here, but i dont know- kinda wish she and i were on speaking terms still, and i'd get all the info for you.
but yeah, keep looking, i'd totally w ant out of the US if i were in your shoes too. of course, you could always just hop across the border to canada. they have a couple of really great art schools up there, and i'm sure the cosmetology schools'd be good too. . . hmm.
