During the peninsula war the french would send partly coded messages worded so the plain language parts would have a different message than the coded bits.
This sprang into mind when I was reading the summer 2008 'money sense'.

does sound rather bleak. So should you wear more sunscreen? move out of large built up areas? throw out radiation sources such as smoke alarms?
