Apparently, a local restaurant wants to lose a lot of business over $16.35. The Lehigh Pub has a policy that if there is a party of six or more, an 18% gratuity is automatically added to the bill. Recently, a group of local college students decided to go there for a few drinks and something to eat. The service was so bad, that the refused to pay the mandatory 18% gratuity added to the bill. The cops were called and the students were arrested.

I haven't looked upt he laws myself, but I've been told that its illegal in Pennsylvania to make someone pay a tip or gratuity. If its a service charge they may be legally required to pay.
I've never been tothe lehigh pub, but this makes me want to avoid that place. "Our policy requires you to pay us an 18% gratuity for really crappy service or else we will call the cops."
