If you're looking for something new to build:
Ignore trying to build high-cost, fancy and high falutin condos. Take a limited amount of space and build a giant concrete block partitioned into what amounts to a garage with a bedroom attached. Solid concrete cast, so that you could run a jackhammer in it without bothering anyone, and basically leave it as a garage (to fix/build cars and bikes, lift weights etc) that's zoned for people to live in. But built in such a way that you could literally pressure wash the fucker from ceiling to floor if need be.
Make em cheap, sell em cheap. Market em to divorced men who don't give a fuck where they live so long as they can still afford it after she takes half his worldly goods in the divorce, AND he has a place for his hobbies secure enough for his shit to still be there when he gets back.
Think Self-Storage locker with a bed alcove, shower, shitter, basic kitchen and a place to sling a beer fridge.
It'd solve a bunch of housing problems at once.
