Sometimes when I go out, I am accosted by men offering my jossticks, and then asking for a donation for their religion. This annoys me. Do you think people have the right to do this? I guess its just a sneaky form of fundraising.

I would find this extremely annoying at best. But, I don't think it rises to the level of "enforc(ing) itself on non-believers" though. What I'm really talking about there are attempts to legislate actions or moral code to fit your particular religious beliefs.
There are lots of issues where religion raises its ugly head:
1. Gay Rights
2. Prostitution
3. Abortion
4. Prayer in Schools
So to answer your question, Yes they have the right to accost you with their offer just as you have the right to ignore them or choose not to take the incense. But taking my gay friend's right to marriage away because you believe your god opposes it is not simply unacceptable.
Hopefully the US is heading into a new era where our President won't think he's taking direction directly from God. We got 2 DAYS!!!!!
