I've lived outside the US, so I've met many people like the one you're describing. In fact, I tell others quite often that I'd rather see an army of Peace Corps or any other group that's willing to actually do the physical work required to assist in rebuilding infrastructure. I get tired of hearing how much money different nations/groups send to places because I know that alot of it doesn't go where it needs to.
