1st: unscrew bolt on clamp on inside of tire (usually 1/2 inch)
2nd: snip lock with bolt cutters or
a: if unable to get to lock shoot alittle liquid graphite in cylinder this will help in picking
b: donot try to hammer it off, I assure you you will slip and dent or crack rim
3rd:loosen clamp...
