Most apartment complexes and such will do what they can to take as much money they can on a basis of the charge. I understand the transfer charge but the thermo fog is something they do to prevent any potential lawsuits on behalf of the next tenant. Having YOU on record stating that you paid a thermal fog charge shows that the said apartment company is keeping up with health standards during maintenance.
I personally would just see it as $75 and they took off half already. Read the contract closely because what can turn out to be an arguement for one thing can lead to other BS fees. It is up to you though on what you want to do. I would pay the $34.50 and just to stop their whining.
