Governator Tells Classic Car Lovers to "Drop Dead"

MONDAY SEPTEMBER 27 2004 11:26 AM

Everyone's favorite Austrian "man of action" has signed a new bill to protect the state of California against smog caused by cars. The problem? The law eliminates the protections in place that ensure historic automobiles could still be driven the way they were built.

Aides said the bill signed on Thursday would help the state's air quality. California also approved the nation's most stringent rules to reduce auto emissions linked to global warming this week.

But classic car hobbyists argued their cars have little effect on the state's smog.

"We're not too excited about it. The impact on the environment by classic cars is minimal," said John Halstead, president of the Bakersfield Camaro Club. "Most of the cars don't make it out of the garage for any other reason than for car shows once or twice a month in the summer."

Classic cars do not usually sit in rush hour traffic or billow thick black plumes of diesel smoke either, but that did not stop the ham-handed law from passing.

Cars more than 30 years old (which are not a major cause of pollution) simply won't pass the smog tests in place for the very reasons auto enthusiasts enjoy working with older cars - they are simple to tinker with.

Most classic cars lack components such as sophisticated electronics, fuel injection, and constrictive exhaust systems that, while eliminating pollutants, also make the vehicle an order of magnitude more complicated to fix in a driveway.

Schwarzenegger and the California legistlature apparently think they don't have to worry about any voting-booth consequences. The actual size of the "classic car" constituency is small. The message: "If you don't like it, too bad. Only majority rules here."

This is just stupid. Atlanta is pretty smoggy too, and I see so few older hobby cars in the city, that they're almost unnoticable. I think I can safely assume California has roughly the same ratio of new cars to classics.

Ya know what I do see though? Those big, clunky, absolutely worthless automobiles that get piss poor gas mileage, complete with idiot driver yapping on the cell phone. The ones that almost run you off the road because the dipshit in the drivers seat is too busy hauling all the cargo that is...themselves...while watching DVD's and getting 8 mpg. SUV's are absofuckinglutely worthless.

How do they expect anything older than '66 to pass any form of smog testing at all?

I'm guessing they don't.

I wish I could find a copy of the law, does this mean that 30+ year old cars now have to pass a smog inspection? My car is from 1967, and I doubt there is anyway i could get it to pass a smog test, does that mean I just have to give it up?

He doesn't drive them. He carries them on his back.

Has it been signed & put into effect yet?

I know that a few years back, in New Jersey, there was a huge outcry about a similar law. Flyers were sent out...protest cruises were organized...and it turned out to be basically a hoax.

I'm aware that California has extremely tough emissions laws...but it seems patently absurd that they would be able to legally require classis cars to pass modern emissions standards. Here in NJ you just have to pass the standards for the year of your vehicle.

It's not a law yet, it's still a bill, which i'm guessing means the legislature needs to approve it? I'm not sure, I don't know that much about the specifics of the Calfornia state legislative process.

Here is the full text of the amended version of AB 2863, as far as I can tell the most recent version that was submitted to the Governor for approval. Looks like the entire purpose of the bill is to remove the grandfathering of pre-1976 vehicles from state emissions testing.

It is "AB2628" if that's any help. I'm trying to find links now. Hybrid car drivers seem happy.

BILL NUMBER: AB 2628 AMENDED

No, that's covering hybrids and low emissions vehicles using special traffic lanes, not emissionstesting of older, previously exempt vehicles.

Edit: Except this seems to be just about hybrids?

I think its a good idea, fuck all old obsolete cars, they look like shit, sound like crap and produce signifigante amounts of pollution compared to their modern counterpart. I no more want those on the road then I want factory workers using industrial equipment from the same era.

However for people who only have classic(old) cars I think the state should help them get a modern car to replace their classic(old) cars.

Here's the bill:
http://info.sen.ca.gov/pub/bill/asm/ab_2651-2700/ab_2683_cfa_20040809_122618_sen_floor.html

It repeals the rolling 30 year exemption that was in place and instead enforces a 1976 -up mandatory emissions test.

Woooo, feel the ignorance. Hardly anyone drives a classic every day, so they're hardly a signifigant contributor to pollution. They are rolling history and should be appreciated for what they are.

BTW - 1950's and 60's machine tools are built to last, unlike much of the garbage put out today.
